原因分析：
应该是自己在安装或者卸载IIS部分或者全部模块的时候，不小心卸载了.net framework，系统没有了GUI图形界面（由完整模式Full变为了核心模式core），需要重新恢复.net framework4.5。
解决方法分析：
需要将核心模式core 变回完整模式 Full，用dism命令。
具体操作（要全部输入CMD，输全）：
dism /online /enable-feature /all /featurename:servercore-fullserver /featurename:server-gui-shell /featurename:server-gui-mgmt
PS：每个“/”前有空格，否则会报错；接下来就是等待，当提示是否重启电脑（Y/N）时只需重启就ok啦。
如果报错是因为CMD命令没有输全或者有错误，检查后重新输入。
